Gratuities within law enforcement are “generally” not permitted. What is a gratuity?

Make a list of “perks” and what distinguishes those items from being a gratuity?
As a Greenfield Police Chief, what changes would you implement to improve morale and increase motivation among officers not pursuing supervisory advancement (promotion)? Do lengthy and detailed policy procedures enhance tight discipline? Is there an advantage in reducing the “stress” within an organization? Should all discipline be outlined for an organization? Why or why not?
