Dostoevsky offered that the degree of civilization in a society could be judged by entering its prisons. Stern using this as a framing element countered that it was not merely the conditions of a prison, rather the length to which a person is incarcerated. Thus, the civilization of a society can be and should be measured not by the number of those incarcerated but by the length of the terms, those individuals are serving. Do we agree?

Most famous of the points from Stern is that prisons are meant to be costly to a nation. Why?

Comparative Prison Scholars have long argued that the creation of a private prison industry and subsequent growth will be one of the most pressing issues that nations will have to address.
